New York State Police have charged a Rochester man with criminal mischief and reckless endangerment after he dug up a road in Prattsburg, 45 miles south of his home, during the middle of the night. The man was doing other excavation work in the area, and for some reason he used his backhoe to die a large trench that measured 40 feet by 12 feet in the middle of a rural road.
