A Philadelphia mom was busily chatting on her cell phone as her child's stroller rolled off the platform of a subway station and onto the tracks. Upon discovering the occurrence the mom jumped onto the tracks to rescue the child with the assistance of by-standers. The child suffered minor cuts to the forehead. Accident or neglect?
